Because Garen is the only demacian warrior of Runeterra...

There are more Demacian wariors than just Garen. Plus, who even knows if Garen was born yet when this happened.

He killed some Demacian guard commander. Garen is a general and wouldn't be posted to such a far-flung place as Morde attacked.
