It wasn't Azir alone. Hell, he was the most old-lore friendly for a while. It was just the growing number of champions that had increasingly fewer reasons to be involved with people, let alone political actions and battles. Zyra, Aatrox, Lissandra, Bard, Rek'sai, etc.

It wasn't really the character incompatibility that made them drop the entire setting, at least not only that, one of the main factors was getting core setting details wrong. Like grossly wrong. As in what they claimed summoners were and how they interacted with champions is nothing like how it actually was.

She was, imo, the biggest offender when it came to the whole IoW thing.
Although, I personally find the IoW a lot more interesting of an idea, too bad Riot stopped fleashing it out so much.
