For what little lore she has now through a biography, I have just fantasized since forever that given Soraka has healing power, is pathetically incapable of defending herself and that her bio mentions "people want to harm her but she heals bad people anyway," she lives in slavery through a traveling cage for a freakshow or has been there because plenty of bad guys would love to exploit her powers.

She heals bad people, but I'm sure she's capable of defending herself.
Her current kit feels really self-limiting outside her ult. Keeping in what you said that "she's capable of defending herself" her Q should allow her to sustain herself better, or something to help her instead of her allies more.

Would be pretty simple to just say, well she is some celestial being that does celestial things like Bard. You don't even have to explain anything because... well you know Bard.
