Why didn't Bard intervene when the Ruined King broke the doors of Death?

Overall there are 3 possibilities: 1.He actually intervened and while he wasn't able to completely stop the creation of the shadow isles,he did prevent the effect from spreading 2.He tried to intervene but failed,because while he is powerful,he isn't almighty and can be stopped 3.He didn't see it as a cosmic threat,he might not see the big difference between a living human and an undead one.

Bard may be fast, but he is only one. He might've been absent or stopped.
Maybe the Doors of Death were supposed to be open? He's a caretaker of timelines, not humanity, isn't he?
Who's to say he wasn't there? Who's to say he didn't try to, but was to late? As has been said, he's not omnipotent or omniscient. He does his best but when you're one dude looking after not just a planet, but an entire universe, things can slip through the cracks.

That one's from Sneak Dog, and it raised a good point; Bard's super ancient, so who's to say that the Ruined King didn't have a plan to deal with bard if he came to intervene?
Who's to say he didn't? What if what we got is the lesser effects of what might have happened?
Did the Ruined King fully open the doors of Death back then, no (The Black Mist would have spread faster than it does at the present). Bard stopped him for some time, but the dead are ever relentless (aka. The Harrowing).
