Who decided to give Zoe a Disney feel?
I really like the thematic design of the new champ. Who came up with the idea to go that route? Also, did her kit come before her theme or was her theme based on the kit you guys had come up with?

We never intended the give Zoe a Disney feel. I think her head proportions are what people are responding to when they say "Disney feel," as Zoe isn't the first colorful Champion we have made.
The reason she has a bigger head proportion is similar to why Annie does. When we tried to give her a normal sized head proportion many people were reading her as much older then she was (People felt she was like 16-17.) We struggled with this a lot in early development. Once we put the bigger/cartoony head & eyes everyone immediately felt she looked like a kid. I imagine if we ever did a VGU for Annie we would likely do similar proportions to make sure she still feels like a child.
I swear if those orbs start singing mid-game, I'm running it down Riot HQ with full Tear stacks. 
TBH, I feel like she's more of a Dr. Seuss character than Disney with those amusing facial expressions.
Its the internet. People like getting all rustled up over every little thing
I believe they form a theme first, the kit is created to convey that theme.

Why EXACTLY does everyone feel she's Disney inspired? I mean sure Disney is one of the goto places for "sweet and bubbly" but I don't think her appearance or presence exactly says Disney.
The inventor of this champ should actually get some bad bad bad health issues, wish the best <3
