Im Pretty sure that is Bilgewater since it seems to have connections with all the other cities of Valoran

It is a techno Metropolis full of inventors and one of the primary sources of Airships so makes sense that they would be the major legal trade hub. While Zaun and Bilgewater compete to be the top illegal trade hubs.
