Why did Durand not know that Galio could live?

I feel so sorry for Galio. What a horrible torture. I just want Lux to run away from Demacia with him by this point. Durand probably couldn't tell Galio would actually become a living being... Something is just down right messed up in his story

Durand didn't ever think or know Galio would come alive. That happened due to him absorbing tons of magic overtime, though it wasn't why he was originally created.

I feel as if it's a big design flaw to make something that big, drag it into battle, and not make it alive, even if he couldn't or didn't know Galio would live.

To be fair even if Durand knew there is no repository of magic in Demacia large enough to keep Galio alive.

He'd have to smuggle some from Ionia, unless the magic in hextech is enough.

Considering that Demacia uses petricite to defend against magic, they probably never accounted for the petricite to absorb enough magic to give something once inanimate life. I mean spontaneous conciousness in a collossal stone titan ain't something that happens every day or is something one really accounts for, y'know?
