Why is Riot unwilling to increase the price of reworked skins?

Once again a rework gets released and our excitement and joy get tarnished by the realization that some skins could have looked way better if they had different vfx or a different recall. I've been thinking about the possible reasons for this recurring situation and I've come to the conclusion that it all probably boils down to profitability (if I'm mistaken, please correct me).

Working under this assumption, I've come up with a possible solution that would be easy to implement and would satisfy both old and new customers alike: 1 - adjust the price of the reworked skins to match the current quality standards; 2 - if the skin isn't available in the shop because it was retired, remove it from the legacy vault and start selling it again (previous owners will receive a special legacy border).

Obviously this is so simple that I'm almost certain someone at Riot has already thought about it. My question then is: why didn't they choose to go throught with it? Why is Riot unwilling to increase the price of reworked skins?

Because reworked stuff sucks?

Besides, it's actually pretty fair, because old owners will still have skins of the "same" quality as new ones, that were bought for the same price.

or, here's a thought. Put effort into the VGU regardless because Riot's already made so much money off the owners of the skins.

on the flip side, if Riot over undertook the massive project that is an Annie VGU, I'd rather they reduce the cost of Wonderland and refund all owners the difference - Although this could prove extremely difficult to do, or else just give a random skin token to all owners instead - rather than go out of their way to make it a true Legendary skin. But hey, it would be nice to have one of Annie's 12 skins feel dramatically different from her original.

On that note - With Fiddle's VGU finally locked in, Im curious to see how they'll handle Surprise Party. It's a Legendary skin at 975 RP. Will they give it the VFX and audio it's known for, or the quality of its price tier?
