10 months probably isn't text issues. I imagine they're probably going through extensive fine tuning on lore for consistency and probably to ensure it's a huge blowout when they update the lore so people go 'ooooo so dis is wat they've been doing!'
That's stupid, but I imagine that's seems to me the only plausible reason why they're holding out so long. Narrative seems pretty dedicated to not just divorcing gameplay and lore - but shifting bios off client and removing almost any sort of indication of text/reading just off the game itself.
Personally I feel the issue isn't text or fine-tuning but rather structural and hierarchical:
- Narrative is a relatively low-totem pole department with weak backing and experiences constant member flux
- Narrative clearly wasn't prepared for the sheer amount of content they had to redo in their advancement of the retcon
- Narrative hasn't shown (possibly even decided) what kind of story/theme/tone/atmosphere they want Valoran and Runeterra AS A WORLD to have - so far, each of the factions seem pretty self-contained and it's like they live in their own little worlds.
- Narrative and Foundations probably haven't figured out the glue that keeps these trope-fest regions together
- Narrative probably has a poor structure for communicating, feedback, and editing and probably works on a committee system which is inefficient and requires majority approval - and when you've got too many hands in a pot you can't cook a thing.
