Seems possible,I mean it was said that WWs VGU would likely come after the next champion(Camille),so I could see them basically doing a 2-parter here(first a bit from Piltover,then something from Zaun)

I sencerly hope the faction icons will be future additional "starter" free icons, or at the very least all obtainable through IP or lore events similar to the Burning Tides.
