Riot killed the Journal of Justice a really long time ago. We aren't getting weekly stories because Riot's scared that they won't be good enough if they don't include character development and interaction... Which brings me to my next point.
The Institute of War and Summoners were cheesy because they weren't fleshed out enough to legitimize them. They were used as a gimmick to allow character interaction because if the champions of LoL met each other in legitimate combat, they'd kill each other. If champions like 
weren't being held back by the Institute, they would literally change the entire narrative through sheer power and influence (now they're only held back by the completely frozen-in-time state of Runeterra). The Summoners were the backbone of the lore— they were why we could see such varied champions in the same universe (and they were how the gameplay itself was given credit). The champions and world were kept static as the Journal of Justice fleshed them out (without contradicting Riot's original champion stories).
Without the Institute of War and Journal of Justice, the lore has stagnated because Riot has no vehicle with which to flesh out their universe other than champion cinematics and stories (meaning they have to make new champions or rework old ones just to give us any lore). The Summoners were a cheap trick for holding the lore together, but they were necessary for there to be any substantial universe behind the champions we play. All we have now is a few champion-specific taunts that we rarely witness and the odd Red post describing how a new/reworked champion feels about the other champions. These are scraps and pitiful tidbits compared to the Journal of Justice, but Riot refuses to admit that the new lore simply isn't going anywhere. They'd rather eat constant backlash on these forums (I'm unaware as to whether Reddit also frequently produces lore-based complaints or not) and strangle the universe behind their champions than go back to the lore that set the framework for the game we enjoy currently.

We need time to see new changes for lore, Also lore doesn't need to summoners for keeping champion's power lower than their actual power. Summoners may be fit lore but in my opinion they really kill the lore. They need to be removed, then a basic explanation that says '' we limited champion's power but we don't want to define any reason why they got less power ''. It can be like Dota heroes. There is extremely powerful heroes in Dota's lore but they don't destroy entire map.

We have cinematics since Vel'Koz. I'm not saying they did well but let's be honest they're not shitting as you said.

I'm not giving a fuck about lore-less videos of awesome. I'm talking about real lore. Seconds gave us barely anything about Ekko, New Dawn was just a battle. Bard showed he's a tallest cosmic force of balance that apparently functions like the League except he's boring.
Tell me how the fact I can't even name Ekko's parents or why he isn't an orphan and needed to send a kid out for food who then most likely had money and decided t pickpocket.
There's more ploy holes then Kingdom Hearts, and even then the plot holes make sense.

Then things may not change too much. Will he be leading the whole Narrative charge with the actual power to speak to the community and put stuff out? Then hell yeah.
