Akali and Pantheon were on the rework list, right? So why are they getting skins and not Urgot?

A while back, Riot released a post about champions on the rework list.

This list was made by Riot Reav3, and included the following champions for reworks:

Galio Chogath Swain Irelia Urgot Akali Pantheon DrMundo Evelynn Mordekaiser Nunu Rammus .

Riot has said in the past that they do not release skins for champions high in the list for reworks, yet Akali and Pantheon are getting skins right now on the PBE.

I'm fine with both of them getting skins, but what about Urgot and Swain ? Riot has stated that neither of them will be getting skins, and that their reworks were unlikely to come out until at least 2017.

Please specify.

I think there are 2 possible reasons: 1.The skin team knows that these 2 are rather low on the priority list or that their general appearance won't change that much,meaning that it'll still take time till they get the update and even then the skins could likely be easily adjusted

2.The production of the skins started before Pantheon and Akali were put on the rework list. After all Akali and Pantheon are likely rather "recent" additions to the list.

Pantheon's is more of a VU that won't change his current theme. Akali's theme will likely also not be changed since her's is mainly just a GU.

Basically, it's because in their reworks neither of their current looks will be changed much if at all. Pantheon is likely going to maintain his helmet and spear, but he it is likely his upper body and legs that will get changed a ton. His shield will likely stay as well.

That's probably because there are champs higher than Pantheon and Akali on the list (like Urgot and Evelynn).

Although, I can see them working on Panth next year. I guess that only time will tell.

Don't forget that Skarner, Shaco, Volibear, Tryndamere and Shyvana are also on the list, according to Reav3.

Besides the reasons listed by other comments, I think a big reason as well is player base, urgot and swain just don't have it like Panth and akali. More players playing a specific champ always gets more skins.

urgot is an adc so why was he not included in the marksman updat?

Neither of them have reworks in production. They were just listed as priority targets, but not as high as Urgot, Swain, Eve or Galio so it would be unlikely that Panth or Akali will got one before them. In other words, their VGU are still a while away, a year at the least.

Also, Baker Panth & Sashimi Akali are low tier skins (a 750 skin & a 975 skin that barely changes the particles) that can be easily adjusted when the VGU comes around similar to how Whitebeard Ryze was slightly adjusted for the Ryze VGU.

As for why Urgot & Swain haven't gotten skin, it's likely that because they're both are a higher priority for a VGU meaning that their's is closer to happening. Any possible skins would have to be drastically altered mid-production.

Another possible reason is that the outdated animation rigs deter the skins team for creating one for them. Another possibility is the skins team can't think of any worth while skins that won't be massively changed by the VGU. Also just slapping a 750 skin on them would disappoint players who've been waiting years for a skin. Hell Swain players would be pissed off by it because of the whole "Dragonmaster Swain" fiasco.
