I'd place her physical appearance akin to a typical girl around 13, with the mind of an 11 year old. I honestly feel she has some sort of mental disorder. Maybe she shares ADHD with Rakan. I'm not saying this to troll, it's actually interesting to me.

When refering to the term "legal loli" it's generally used on characters who are mentally grown up despite their young appearance. With Zoe however things are a bit unclear. Technically speaking she's a cosmic being , yet according to lore she mentally hasn't aged more than a year since she became the aspect of twilight.

No you mongs, Zoe has been gone from Runeterra for a millennia yet her literal life has not aged a day. It's a lot like the effects of timetravel if not blatantly so.
