Does each contry/regions have it's own advice or all share the same? Does people totally don't care considering Runeterra is a world permanently in war so they focus on more important things? Does people have norms and they don't like them being broken? Does people still debate about it?
I'd say that people don't care at least in Ionia, since Kai's family accepts naturally Valmar and Kayn have (or had) a crush on Zed.
Sexuality varies radically from one culture to another IRL, so I imagine it would be the same in Runeterra.
That Riot comment about Kayn and Zed was a joke by the way. Thought you ought to know.
We dont know for sure, that aspect of the factions culture was not explained yet. In Ionia we do see that some people dont mind same sex couples, but thats about it, and thats only withing a family group and people that knew Valmar and Kai closely.

If I had to guess, the only two Runeterran regions where male homosexuality is frowned upon should be Shurima and Demacia, because patriarchal societies consider sexual passivity as a feminine trait.
I feel like after one reads enough lore or at least has a decent comprehension of it, they can make their own educated conclusions.
Edit: Apparently one person thinks others shouldn't be able to interpret the details from established world building and comprehend how each region may or may not function socially or culturally. Which happens to be what everyone above is doing.
