Is that if circumstances were widely different, they could be good bros. Both like fighting, both aren't too fond of magic (Galio at least has the urge to smash it) and both are lacking in free will to do other things they could desire.

There's kind of a neat contrast between Galio being something that most Demacians are/were? proud to have; he's bigger than their cities, and he's smack dab in the middle of it when he's sleeping, plus he's a real work of art on his own merits.
Sion was resurrected for selfish purposes though, by Swain and the Black Rose. As far as I know, most Noxians react to his existence (if they know of it at all) with disgust for not letting a time-honored soldier rest.

How is Sion able to adequately combat Galio, to the point of being his rival? That's what I want to know.
Also don't forget they both use their ults to bravely run away from the enemy.

Galio is a defender and actually eats magic since it's what is keeping him moving too.
Sion is a rampageous being consumed by bloodlust.
To be fair they are basically 2 sides of the same coin. Gallo is basically a Demacian version of Sion, even the playstyle and abilities mirror.
They can at least be buds in-game! Sion/Galio bot lane gonna be OP!
... Galio loves magic. He hates destroying it, considering the fact that he knows it's the reason he wakes up the first place.
What I find sad is that with his rework, the size difference in lore makes a fight between the two really.. dull. Sion isn't Kratos. He can't exactly climb and evade titanic punches. It makes me sad to see their rivalry gutted by this
