Vote below, but note that I'm leaving out anybody who needs a VGU or VU, as those are assured to come with a voice-over update. So for instance, Morgana and Kayle are not on the list because they need VU's.
Kassadin needs it most. He has only 9 lines, two of which are direct references to a mechanic that he no longer has in his kit. He even got a visual update and an ability update, but no voiceover update.

Its hard to choose, many people says that MF needs a new VO since her change in the lore, many champs lack of VO as well... but from the list, i would say Veigar.
Not because im a fan of the little guy and it would be hilarious to hear, but because of the updates that have been made already... Piltover, Zaun, Bilgewater and Demacia have been already updated (or will in the case of Demacia), so, champions like Singed, MF, Graves, Caitlyn, Fiora and maybe Sona are unlikely to recieve an update (Considering that the champions that have recieved new Voice overs did when their "regions" were updated: Lux, Nasus, Renekton, Sivir, Xerath)
... Nidalee... uhh... she isnt from an important place and that left us with Riven and Veigar, if a Noxian update comes, the champion that would be most likely to recieve new lines of Voice over is Swain... So, yeah, from the list, i think that Veigar is the most possible.
But if i had to vote for any champion, I would say that the yordles in general are the ones that are most likely ones to recive updates in their voices: Why? Because of 2 Things: Region and Legendary Skins.
As stated before, Bandle needs an update, so that is the point of Region... but why skins? Well lets see: Legendary skins recieve new voice overs, and the region with most Legendary skins is Bandle. Its possible that; When recording lines for legendary skins, they recorded new lines for the classic champion as well... (Aka what they did for Lux)
So, yeah, i think that riot already has new VO of Veigar, Rumble and Teemo, considering that they already made skins with new voices for them.
