I mean who chose chose leona to become this messenger of the sun? Does she have powers or what? I mean is she a regular human like Pantheon or does she have certain unique powers that regular humans do not have?

She has the power of the sun.

And super strength. She got that through training I imagine.

Edit: she's more like a conduit of the sun's will. She doesn't like being selfish with it and focuses on using it to help others.

Leona was a trained fighter before she was chosen by the sun,which granted her sun powers in addition to her physical abilities.
