So, is this just a lucky coincidence that Nightfall is followed by necromantic displays of power that mirror what comes before the setting of night or is this intentional?

I would have to say yes, but you got a few things mixed up, let me explain.

It's not so much Dusk where Mord is, more so so much dust has been kicked into the air, it's become rustic, due to his W, which can kick up a lot of dust if you think about it with how it reacts to the world around it. That being said, the red is unknown to me, perhaps a fire? I wouldn't know well enough for that.

However Dusk isn't really set for necromancer powers, infect midnight, and the hours between 1-3 am tend to be the hotspot for undead and spirits. That being said, his Mace is just a funny name at this point, being as it is a massive scepter for his Q, and being a channel device, I don't think they all relate too much, besides name alone.
