Who leads Piltover and Zaun?
In one of those did you knows, it said that an alliance of chem-barons keeps Zaun under control. Is Singed a chem-baron? Seems like something he could do. Who leads Piltover though? A mayor?

I'd imagine Piltover/Zaun are run through a presidency of some kind. Sure the Chem Barons probably hold immense power, it's possibly in a sort of shady criminal alliance kind of way as opposed to an actual government. If the two cities are in fact one large city then they could potentially be ruled by the same person.

Seems to suggest Piltover has clans, whether or not they govern the city remains to be seen.
