I would like to say that it looks like a 1820 RP skin, i mean im kinda disappointed/... no malice intended but it is not Ultimate tier.
if its an ultimate skin shouldnt it include more stuff? why be lazy about it?

Because it was ultimate-tier back then. Get over it. They're not being lazy. You should be thankful they even did this for you at all.
Well, what do you want them to do? Completely remake the skin from the ground up to fit the modern Ultimate skin standard?
I mean, it was amazing compared to all the old skins. But the other 3 skins have put it in the dirt.
They aren't being lazy, they are putting effort into something they didn't want to do. It is just a texture update, done probably because of the countless posts made about updating PFE when the PFC was teased. PFE will be 'updated' when ez gets a VGU in the distant future.
Is not like they made a BIG change to the skin... Is the same model as always. I guess that they will change the model and the whole skin if a VU for Ezreal comes someday.
However, i kinda agree that Riot should make more Summoner icons for the Ultimate Skill (In comparison Udyr has 4)... maybe add all the skills of PFE as summoner icons, not just his ult.
I'm just grateful it's getting some love. It has felt really bad having an "ultimate" skin that you enjoy less than 750 RP skin.
You're right, the changes might not be enough to convince someone who doesn't own the skin to fork out $25 for it. But for those who have it, it's a very welcome change.
It was made in 2012, and they said last year that even when they update it that it wouldn't have the same quality as recent Ultimates like Sona or Lux. I think they did a nice job bringing the quality up to at least a legendary tier, cause if they really were going to bring it to the Ultimate tier it'd need a full make over. They'd have to spend even more time into it. We got 6 months or so of work on it since they made the Ask Riot about it so I think it came out great.
