High Noon Lucian Frame Issues

When using the High Noon Lucian skin, I noticed there was a lot of frame rate issues when using abilities. The problem would be best compared to when reworked Swain was first released, and when playing as or against him, everyone in the area had massive frame issues. I'm not sure if this is just me, but I don't generally have issues with frame rate, especially when League is the only thing running on my computer.
