Kled is a "Pokemon Trainer"
Don't take the title too literally. It's just something to grab peoples attention. Trust me it makes more sense in the end.
Here is my theory as it stands. The first teaser we get is some sort of animal noise coming from tall grass. It's relatively reminiscent of the nostalgia factor over wandering into "the tall grass" and finding a pokemon in the old games.

We then get these images of posters up in gaming cafes, as seen below.

The attitude towards this little guys changes over time as his owner, "Kled" having signed his wanted posters. His general attitude towards the creature goes from bad to good, in a similar way one playing a Pokemon game might be at first disappointed in having a weak pokemon, until it evolves.
Long story short, despite the mildly cryptic nature of the teaser, I think Riot is pushing this champ to come out at around the same time as the hype for Pokemon Go.
