Sion would be perfect for a Project skin

Now I know what you're all thinking:

"Project is a human only skin line. Sion is a zombie."

And let me tell you that you're not viewing the bigger picture. The project skin line in story is taking people and turning them into weapons of war/something not good to be utilized. That's what Project Ashe is leading her group to fight against.

They are basically an advanced version of Sion and this could be played into a Project skin with Sion being one of the earliest and most successful creations from the organization designing them. Forced to fight battles without realizing his free will is gone, but with tiny glitches in his programming that makes him unstable to control at times which is why he's not used often.

But then he's just Mecha Zero in thematics

Wrong again! Mecha Zero broke free from his design and seeks to be Megatron and control everything. Project Sion wouldn't have broken free, he (and several others) would be taken out of storage to fight the renegade Projects.

And there would be no saving Project Sion beyond killing him for good. He'd be too hard wired into loyalty for his faction (in lore, not in game) that even with his glitches he will never break free. Forcing the other projects to do the most merciful thing and kill him.

Tech magic shields and ults!

Now sadly this draws a lot of parallels to Mecha Sion. But thematically I can't think of a better champion that fits with the project group!

Also project is all sleek, agile and quick characters. Look at the roster.

Riot would disagree with you on that. There's more likelihood of them making a PROJECT: Kayn or Taliyah than Sion and it's not just because he's big, bulky and angry. It'd be way too similar to Mecha, an issue you only partially addressed. If someone wanted to buy a Sion skin that had technological particle effects and theme but didn't have enough money for Mecha Zero, they'd just buy the cheaper 1350 PROJECT: skin and get the same thing. This would lead to Riot losing out on profit, the Mecha Zero skin losing its flair and becoming the "rich boy redmercy tryhard skin" since it'd just be the more expensive PROJECT:, and overall hurting a preexisting habit (at least I assume it's a habit) of a champion being in very similar skinlines. There's no possible way that PROJECT: Sion would be any more than 1350 because as you mentioned, it'd have "tech magic shields and ults", but it wouldn't be 1820 tier. No champion except for maybe Cho'Gath has ever had back to back legendary skins. Most champions are lucky to have just 1. Because of this, PROJECT: Sion would inevitably be cheaper than Mecha Zero while still fulfilling Sion's fans with a robotic skin, cutting profits. For that reason, he'd be breaking the "rule" of Riot making skins for champions in two similar skin lines. A PROJECT: Sion skin and a Mecha Zero Sion skin coexisting would be like if Akali had a Blood Moon AND a Warring Kingdom skin or if Ziggs had a Battle Boss skin AND an Arcade skin. There's just way too many similarities between them. tl;dr Sion won't get two robot themed skins
