Riot an easy fix to Graves being allowed/not allowed to have his cigar.

Okay you know how you took away his cigar due to laws over in China? Well you know how you also make completely different artwork for champions, and even change blood effects and such for China? Why not simply give graves his cigar back for us Americans and the Europians, and just leave the Chinese one alone without his cigar? Wouldn't that not only abide by the Chinese law, but also let Graves have his cigar for the rest of us?

Because, as they said, they don't want different regions to have need different splash arts or whatever because of cultural sensitivity. They'd rather just not have the cigar for everyone than have it for some and not for others. That's the whole reason why Karthus is a withered necromancer now and not very skeletony anymore.

Because it saves time. If you have to make multiple splash arts for each region, that takes time and effort away from making more actual content. They'd rather only have to make one Graves splash, use that for the entire world, and then have their splash team work on other things, like new skins.

chinese only splash arts are a thing of the past though,most of them have been changed already (for example sivir or karthus when they received VUs) and the rest will follow eventually.
