It wouldn't be a good Versus event if one side was objectively the better choice. If you had to choose between a humble, righteous leader or an anarchist, you would most likely favor Garen.
A tyrant vs. an anarchist however makes for a much more compelling choice. They are the two extremes, no freedom vs. unlimited freedom, full control vs. no control.
