Lux x Jarvan

There obviously isn't any intention to. Garen and Tiana saw a marriage between Lux and Jarvan IV as a means to protect Lux from the oppressive mage haters in Demacian society. It would have been for political purposes ONLY.

And also if it wasn't apparent to you, this doesn't even remotely come to fruition due to the rampant destruction of the Demacian capital we are shown at the beginning of the comic.

How do you know Jarvan wants to marry Lux? That is stated nowhere. It is possible that he wants to marry Shyvana (who then would be protected from the mageseekers the same way Lux would be) but didn't tell his family.

Because marrying a fanfic imagination does not make sense. Shyvana is J4's bodyguard that's it. J4 will never marry a half dragon. His wife will be a human for sure and of noble blood.
