Do roads exist in Zaun at all?
I know Piltover has roads because cars were hinted there. But Zaun? All I can imagine is people walking and taking elevators/ lifts everywhere.

What do you mean by roads?
Because roads absolutely existed before the invention of the automobile - for people to walk along, for animals (horses, cows, oxen) to go along, for carts to be pulled along, for soldiers to march along, etc.
Heck, Rome was famous for its roads, long before the internal combustion engine was a twinkling in the eye.
Maybe I misunderstand the question.
I wouldn't call them "roads", more like walkways. Especially in the lower levels where spaces are tight. The upper, Promenade Levels are almost like Piltover with actual streets, as described in Progress Day or City of Iron and Glass.
