Was IronStylus the project lead for the Mount Targon event?

Since he created Leona & Diana, did he oversee everything? Or was he consulted by different departments? Or how exactly does that work? Love his work, btw :D

Definitely not the project lead because he's a concept artist but it's pretty safe to say he gave his two cents
