To me, that doesn't look like it's intended to be the same crest.
The whole triangle thing going on under Swain has no origin in the Black Rose crest, and the points on his crest aren't evenly distributed, as the roses are in the crest of the Black rose.
They are definitely both crests, but I'm not convinced of anything further than that. Now, having said that, maybe they're changing the crest with the Noxus lore update. Definitely something to watch out for.
That LB is working/helping him and "The black rose will bloom once more", the rose was closed during Darkwill far as I remember so it's a suggestion that Swain might actually bring back the black rose and we might get other tricksters than LB.
