I'd go with Ufotable, as they've turned out some gorgeous-looking animes like Unlimited Blade Works, God Eater, and Tales of Zestiria The X.

I'd hesitantly suggest Madhouse.
But that would depend on if it was High Budget Madhouse or "200 yen and a plate of tuna onagiri" Madhouse.
Shaft, Kyoto Animation or TRIGGER. If I had to choose one: TRIGGER.

My problem with picking one is I've never really liked "magical girl" anime, so I don't know which animation style of those kinds of shows I'd like best.... most the anime I watch probably wouldn't be the best choice for a magical girl type anime :P
Although the people who did the Fate series did a magical girl spin off, right? Guess I'd have to go with them lol
Either Seven Arcs or Satelight.
Seven Arcs does the best magical franchise around, Lyrical Nanoha. And the action in those shows is kickass.
Satelight did season 2 and 3 of Symphogear. Most kickass magical girl musician show around.
A darkhorse pick would be Sanzigen. All their shows are CG, but they look pretty fluid.
