It sounds like the person is laughing from below the water,so I think it is an aquatic champion.

are getting updates I think it is quite likely that a Bilgewater event is incoming.

Nearly jumped out of my chair when I heard this the first time.
last game I played (that went on for around 55 mins, we were messing around), the enemy team surrendered and the screen flickered normal to grey while the screen panned to the nexus. This is the first time I've seen this and it happened to my friends I was playing with so it wasn't a bug. I don't know what it was for but maybe it's linked to this?

Zed is hidden under river and is laughing cause they die. Zed wants to show that he has the best laugh. Nah really, I think it's just zac underwater skin (legendary imo, because in the pbe there are only three 750 rp tier skin ).
