Maybe its because there is a community creations sub-forum? I don't know, just a guess.
Seriously though, this is the thread where we talk about stroies and art that Riot have made. Community Creations is where we can talk about stories and art that people who don't work for Riot have made.
This board is for providing feedback and discussion of existing or soon/eventually-to-exist art/story assets. Think of it as a 1-800 line to discuss with devs and eachother the choices we've made when creating an art or narrative asset.
Fan submissions are community created content, and unless providing direct feedback/suggestion for an asset that's been released or is being developed, those fan submissions should reside in said board.
