Because the only thing telling them Azir is any good is Azir's own word, and the history of Shurima points to it being a grand empire built on slavery. There's probably some Shurimans who'd give him a chance, but the likelihood of most of them even considering the possibility is very, very low.
Missing information obviously. No matter how great Shurima was, it's views and tales were probably twisted over time (if they already weren't bad) to the point where people could see it as a boogeyman tale.
Winners and survivors write history. Azir didn't really survive the fall, he was just resurrected.
She dont know who exactly Azir is and what is he doing, she dont know if he is good or evil so how can she give him a chance, she want to protect her family.
