"Don't wake Galio!": Who can (Lore-wise) awaken him?

#What we know

• Galio only awakens in the presence of insanely powerful magic.
• Standard class mages (such as Lux) cannot wake him on their own.
• The magic must be constant to keep him active.

With this, we'll put down the mages of League into tiers.

• Power Plant Tier (1): Will keep Galio awake by merely being around him/existing.
• Generator Tier (2): Will keep Galio awake when at full power.
• Power Bank Tier (3): Will keep Galio awake when at full power but not for long.
• Battery Tier (4): Might awaken Galio but not keep him awake.
• Crank-a-wheel Tier (5): May not even awaken Galio.

#Power Plant Tier

Aurelion Sol/Bard are god-tier champions, which means they are the most powerful magic-users in existence. Ryze has the world runes, which have the power to shape the world. Azir and Xerath are magic-focused ascendants, Azir being able to bring an entire city from the sand while Xerath is pure arcane energy. Staple any of these guys to Galio and no more sad colossus!

#Generator Tier

Anyone here is a hair-short of god-tier but still pretty powerful, provided they can hit full power. Anivia/Brand/Janna are elemental forces of nature and (as such) can likely hit extreme power levels if they can hit the maximum. Maokai/Malphite/etc. might go there too but that's not sure. Diana/Leona/Taric are demi-god avatars who, if they reached full power, could probably keep Galio alive and be considered gods due to their magic power (Pantheon is mostly physical but you could make a case for him). Lissandra has existed for a millenia and is one of the oldest witches, so she's pretty damn strong. Veigar/Zilean are theoretically limitless and could even jump a tier provided their powers become strong enough but that's iffy.

#Power Bank Tier

This tier is mostly "Could swing either way" IMO. Amumu and Cass are powerful but the extent of their magic power isn't assured. Karthus/Morde are insanely strong mages from the Shadow Isles but we're not sure if that's MAGIC magic or like..."curse" magic or shadow-isle stuff. Soraka is a former celestial being but we're not sure how much power she has left. Could be up or down either way.

#Battery Tier

Another iffy tier. Most champions here have either theoretical power (Viktor/Heimerdinger "creating" something that could keep Galio awake by sheer force of ingenuity), questionable power (The Grove and The Tides could force Galio awake or they could just bother him), unknown powers (The void = ???) or champions who probably wouldn't wake up Galio. Given time, I think they might be able to mostly because of what they command.

#Crank-a-wheel Tier etc.

Mostly everyone here is either a mage who can't wake him up (Looking at you Lux), someone who isn't interested or doesn't have the magical power to do it (Ezreal for example couldn't give a shit) or someone who uses tools rather than raw magical force. Tiers could move up a bit into the next one but not certain. Annie in particular might grow up but, for now, she's just a good mage. Not exploding with magical power IIRC.

Might actually be god tier if her power is actually limitless.

Feel free to comment and debate about this list. I missed some people so (if I didn't list them) assume either A.) They're tier 5 or B.) Their magic is more so a gameplay mechanic (Fizz) than actual magical power.
