Does anyone view Lucian as a non Demacian?

Yes he is technically Demacian, but from his lore it seems more like its in name only. His work takes him all over Runeterra that I get the impression that if he is ever in Demacia, its because his work takes him there. He is also associated with some sort of group that may not exist anymore based off the Bilgewater event where they had some kind of base there. As if he connections are more world wide instead of mainly being with Demacia. Considering he isn't shown associating or working with any of the other Demacians and their general affairs as of now, I think he alignment should be Runeterra/none unless given more reason that because he was born (raised?) there.

Lux's lore introduces us to an order of Demacian warriors known as the Radiant Ones. The Radiant Ones hunt monsters, among other things, and are willing to use magic to achieve their aims, contrary to the widespread prejudice in Demacian society. Lucian and Senna may have been knights of the Radiant Ones, or a similar order.

Speaking of Lux, her work with the Radiant Ones has seen her travel abroad (though admittedly not so far as Lucian does).

Sona and Vayne are still listed as being of Demacian alignment, and Riven is still listed as Noxian, so I see no reason why Lucian shouldn't be considered a Demacian

Well we don't know how he works exactly. It is possible that he actually works for the same order as Lux(I mean how else would he get magic guns in demacia?)
