I want the most unconventional champions for a magical girl theme just to see how it goes.
Also Star Guardian should include lads too. It'll be glorious.

tbh I agree that Soraka should have one for the obvious reason she's celestial being.
and Diana should have one bc Sailor Moon isn't Sailor Moon without Sailor Moon right? like her hair could totally be like Sailor Moon's instead of Diana being all evil and stuff, she needs some skinlove compared to her sister skinlove too, I don't thing leo needs any skins anytime soon, but Diana also isn't a "Magic Girl" neither are Ashe, Leona, Caitlyn or a lot of what you guys want. They are MAGIC girls not MELEE Girls. Sona would also make a really good Sailor Moon BECAUSE of her hair,but I'm not sure what they would to with her Etwhal. My 3rd choice would be Lulu because her polly would be cute to turn other champs into Artemis or Luna, even though her wicked skin turns champs into cats. Plus, Yordle in a sailor suit? Super cute. Janna could work but I'm not sure how they could change her Abilities to look "magic girly" like her tornado wouldn't really work. So Janna is out because of that. Ahri could work too because she's a magic girl but Ahri has a lot of skinlove too, she already has a uniform outfit with Academy Ahri. If Morgana was to get one I feel as if she would get a Queen Beryl one, not a Sailor Guardian one. Which only leaves Zyra, Nami, Taliyah, Le Blanc, Annie, Syndra, Eve, Ori, and Cass left as "Magic Girls" Nami wont work because she a mermaid and Le Blanc would be on the same page as Morg with an evil skin, but LB could use MAJOR skinlove. Zyra would be really hard to make a SG because of the way her plants and new abilities work. Annie would be a really good candidate because instead of Tibbers, she could spam a "Tuxedo Mask" like character or Tibbers in a mask. Taliyah wont get one because she's too new. So i vote

Leona has enough skin love as it is, so I'd refrain from her. Plus, her playstle isn't typical of magical girls. Here's my listing: Soraka - Obvious reasons. Sivir - Her blade could be replaced with a Sailor Moon style boomerang tiara. Jinx - She's nuts, anime style. It will work. Janna - She hasn't had a skin in a long time, plus, I think her kit would be great for it. Taric - He NEEDS this skin like a fish needs water. I demand to see his abs and legs in tights and tall socks. Garen - Because Garen needs a goofy skin. Diana - the Moon fits in with this theme and could be a cool skin for her. She needs more.
and most importantly .
MF because obscure-ish (if you're not a weeb) reference to Mami Tomoe (it'd be sweet if they made her ult have multiple guns floating around her)
Sona because she honestly has good particles for it. Though I guess it might be too similar to Arcade. (My second choice was Nami.)
Diana because she's space-related, and it felt like at least one of these champions needed to be able to jungle. Like Sona, she has good particles for it.
Kayle because I feel like one of them should have wings.
You said girls........ no idea what gender Gnar and Kog'maw are, and don't say they are guys, cause Gnar doesnt's even speak normally, and void biology is clearly different, so it is left ambiguous.

I would be tempted to do a pure Demacian Line.
I know Sona already has a very pink Sweetheart skin, so that might be a challenge.
