In the concept art, one of the pictures depicted is there is a person (pirate,prisoner?) under the water chained to a barrel or a anchor etc.
What is the purpose of chaining someone and putting them under the sea?
And does this happen everywhere around bilgwater?
You would tie someone to a barrel underwater to either kill them or torture them. And I would imagine it would happen everywhere that criminals ruled
Could it be that you actually refer to the water graves? In bilgewater the people aren't buried,they are put into a vessel and then thrown into the water when they die,with some kind of buoy as the gravestone.
