Has Riot said anything about the Challenger skin line?

You may or may not have caught the news about changing how Riot work with eSports teams in 2017 but part of it was revenue from the Challenger skin will got to MSI in the same way Championship goes towards Worlds.
So it's definitely coming but the timing around it has shifted and Skins are working with eSports to ensure it's hitting everything both teams intend.
I knew something was up when Valentines day skins were on the PBE but no Challenger skin, Valentines day is in Feb and Challenger skins are supposed to be a featured skin for the start/end of a season.
