Question on Skin Sales

[EDIT: I just re-posted this here because it was Deleted from the Help & Support section and I was told to re-post it here... For me this has absolutely nothing to do with Art, and it's more a "problem" with the Shop, but welp... I don't really care.]

So, I read the article on the new discount schedule, but I want to be sure I understood correctly:

• Legendary (1820 RP) AND Ultimate (3250 RP) will go on sale once between 4 and 6 months after release at 25% off. This will be the only time they will be discounted ever. ==> No need to wait for a sale if the skin is more than 6-month-old? (Thinking about Spirit Guard Udyr specifically.)
• All other tiers will go on sale once 4-6 months after release at 25% off as well. Then they can be put on sale at 50% off following the regular 4-weeks schedule in the article. ==> You can wait either for 4-6 months for a medium discount or wait 1+ year (without guarantee) for a bigger discount?

(P.S.: Out of curiosity, wasn't there a launch discount for Legendary, before? The article seems to imply there wasn't.)
