The male peacocks show off their feather during courtship display. There are many bird species that do these sorts of things, and it fits the personality of Rakan, trying to show off for his girl.

The second reason is he is called "The Charmer". He wants the center of attention so Xayah can eliminate the unsuspecting. He's the distraction for Xayah. He's show off-y lines and voice helps create that attention.

When trying to find voice actors for their characters, they study what kind of character it is and their personality, and I think Riot delivered it. After listening it a few times, you'll learn to love it and live with it.
