Carline - The Balanced One
So first off, I'm so sorry. This is NOT an alt, this is my brothers account, and also, skip this if you just want the champion idea. But I was a complete idiot, completely fell for a scam, advertised it like an idiot on PatchRK, and I am so sorry. Honestly. Anyway, off into the idea. P.S. Pls don't delete this this is my brothers account and he'd be sad if I got it deleted ;-;
The idea of this person revolves around her passive. Carline (car-LEEN) is an a.d. carry who can delve into her inner powers for guidance. She is a short-ranged marksman with more than a couple of tricks up her sleeve.
Passive - Tranquility
Carline does not use mana, but rather, THREE different sources. Peace, Bloodlust, and Sense.
Peace is a green bar that has a max of 6 charges.
Bloodlust is a red bar that goes up to 100 (+6 per lvl)
Sense is a blue-purple bar that has a maximum of 20.
Peace goes up by 1 for not damaging or taking damage from any unit for 4 seconds. This can only happen every 8 seconds. Does not go down until used for ability. Bloodlust goes up by 2 for landing a basic attack (3 for enemy champion) and 3 for killing a unit (7 for enemy champion) Goes down 3 a second if you are not in combat for 12 seconds. Sense goes up by 2 charges for every spell that lands a hit. Naturally goes up by 1 every 15 seconds.
Her abilities require certain amounts of these things, and she is extremely hard to play correctly due to having to juggle all the 3 "mana replacements", however if managed correctly can easily take out the enemy team. These 3 all pop up as medium-sized bars spread out and slightly separated by a blank space where the average champion's mana would be. Now the abilities.
Q - Sharpened Arrow - Carline loads her crossbow, charging for 1 second, before shooting out a long-range arrow that deals 60 (+15) physical damage. If the hit target is stealthed it reveals them.

0 Peace
60 Bloodlust
0 Sense
Sharpened arrow is not advised to be the first spell unlocked, as it requires a large amount of bloodlust due to the nature of the attack. Therefore it is best used in execution with other abilities as an anti-runner spell to counter escaping enemies, especially good for countering champions of Shaco and Twitch's nature.
W - Negotiative Methods - Carline targets an enemy champion. For 3 seconds Carline and the enemy champion are rooted. If the spell is not broken by either of them taking damage from a champion, then Carline regains 6% of her maximum health and the enemy regains 5% of their maximum health.

0 Bloodlust
1 Sense
Negotiative Methods is a good way to come back from a bad trade. The spell can also be used to extremely good use if your team likes to take out the enemies by picking them off, so you could root the enemy and let your teammates swarm the enemy. It is also a good first spell to unlock, as it requires little sense and you don't have to be up in the battlefield to be able to use it. Patience is the key.
E - Supernatural Incense - Carline selects a target area (in the shape of a circle) All allied champions in this area gain attack speed, while all enemies in the area have decreased attack damage. After 3 seconds the incense will explode and vanish in a puff of smoke, and all enemy champions within the area take 4% of their maximum health as magic damage.
Costs:
1 Peace
15 Bloodlust
5 Sense
While supernatural incense doesn't have a long cool down, it is needy in terms of Sense and requires a small amount of the other units. It is most likely the last ability that should be unlocked due to the high requirement of sense. It is highly effective in almost any situation and can change the tide of a battle with good placement.
R - Balance of Harmony - A large area around Carline erupts in golden light, and all allies within the zone are healed 70 health a second for 5 seconds. After the 5 seconds are up all people within the circle are then rooted and unable to attack as they are judged. First all allies are healed 100 health, then enemies are dealt 100 damage. After the circle disappears Carline will have gained +4 Peace, +50 Bloodlust, and +4 Sense. 180 second cooldown.
The other abilities I didn't put cooldowns, so might as well put them here for people who care:
E - 10 seconds.
W - 20 seconds.
Q - 18 seconds (-5 seconds if the shot hits an enemy champion)

6 Peace
50 Bloodlust
10 Sense

Story:
Carline was always the infatuation of boys everywhere in the Kingdom where she was born. Not only was she a princess, but she was believed to be the most beautiful lady in all the lands. She never wanted a part of it. Countless courtiers asked for her hand in marriage. She never accepted. She was always different than the other members of her family, and the King shunned her in private and jested her in public. Eventually it proved to much, and one morning she vanished. She removed all traces of the woman she had once been forced to be. She slashed her eye, giving her a permanent scar, as so no one ever recognized her as the beautiful maiden she once was. Now she is free, and travels the forests as she pleases. A single trace of beauty can be seen beyond the scar and deep brown traveling cloak and hunting boots. She had found herself. She was free. She could be whatever she wanted. She was balanced.
