It should most likely be armored. Despite being a tank, she seems to be lacking many armored skins. Out of six skins, half are not armored.
And that's precisely why Steel Legion Poppy should exist.

Why have they not made a Poppy Poppy skin?
They need an armoured Taric skin that looks more like his old look. As resistant to damage as his bare chest is, he needs plate!
