what to do with afk or disconnected players

hello lol community iv been thinking about this and i don't know if this problem ever happens to you or not but for example the game just starts and a player already disconnects from the game and is gone until about 15 min into game they decide to come back into the game by this time there level is so low that all they can pretty much do is hangout by the tower for the rest of the game or what happens in the games i play they just think being behind 3 or 4 levels don't mean anything and they try to go full ham on the other player...example 2 they are playing really bad and by this point they have had enough and decide to just go afk and stand at base putting the rest of the team at a large disadvantage because if we were to team fight we would be missing a part of the team and walking into a 4v5...what do you guys the community think we should do about this big problem that seems to be getting worse and worse everyday...in my unprofessional idea of the game i think by the player afking or just rage quitting there should be a bot put into his place put on intermediate and the bot should play the rest of the game for the rage quitting or disconnected player
