Boom. It looks like Nautilus and Sivir and I love Nautilus and if it's Nautilus it's an instant buy and if I can't buy it because it's the Victorious skin I will get to gold by god.

Championship and Victorious skins aren't decided this early. The season has yet to begin, so they don't know who is gaining top play.
Nidalee is also part of this set since it's listed as a nidalee splash in the PBE files. So it's just a regular skin set.

The only thing I can assume is that it's Sivir. It's definitely not a nidalee skin like they have it listed lol. Unless it's the new champ that everyone has been speculating, but I also doubt that because it's just too heavily resembling Sivir.
Probably not either, they wouldn't be on the pbe for a long time. Certainly not at the beginning of a Season. Could be related to Vel'koz's new skin, might be a whole new Arbiter line.
