This skin could absolutely be made, we've used fan ideas in the past ex. Void Fizz and Astro Nautilus. I simply stated that it was indeed a piece of fan art that is currently on display at the office. :D

I can't really speak to how the lore team deals with community ideas, I can really only speak for my team. I know there are some legal reasons behind champion team and lore team being unable to use fan ideas, but again I'm not too familiar with their situation.

This continues to not make sense for me. You can use fan ideas if it means making a skin, even if someone else draws concept art, ideas on making new champions, but you can't use ideas to progress existing ones? How? Why? Wouldn't you get into trouble for taking other ideas?

I suppose it could be because the champion - and therefore artwork relating to the champion - is property of Riot.

Riot cannot, however, take a story. I believe the story is owned by the person who wrote it. Consider Riot writing a story about Veigar.

Veigar has been told by Gragas that he is a wizard and needs to go to a school of magic. He is a boy of prophecy. 10 years ago in a dark war the evil lord Xerath came to his house and tried to kill him. His parents died trying to protect him and their love reflected the evil death curse back at Xerath, killing him... or not. Years later, Veigar has to fight Xerath who has once again ascended. He needs to destroy several objects which Xerath attached part of his soul to.

I don't think that would go down well because that story already exists. It is owned by someone. Riot reproducing it in a for profit game would cause trouble.

It is possibly a similar situation for fan made ideas except the story isn't well known.

Although, it could possibly be a teaser, i'm gonna go with the whole: This Is Just Fanart To Make The Place More Lively Theory. It could possibly be a new skin and if it is, thats great but I'm still assuming it was just the screen changing to that one fanart as the picture was snapped.

Me too man. Not enough Rengar skins and two of the three of the skins aren't even good. The only Rengar skin I like is the Headhunter, and that is still pretty lack-luster. The SSW skin is too plain (no armor or interesting colors, etc.) and the Nightstalker skin makes him look like Little Red Riding Hood. This skin is pretty much the only skin I would have to 100% buy directly on the spot.
