Champion Idea; Epiphany, Winter's Retribution
Ok, so i'm sorry I don't have a splash or ability looks, I'm sorry I'm pretty bad at art. Try not to be to harsh it's my first one and I'm not the best writer. Epiphany, Winter's Retribution
The war horns were the sound that shattered the peaceful village of Shalon's Whisper, villagers quickly scattered running to protect their family from the forsaken war that had made it's way to their doorsteps. Both sides clashed staining the freshly fallen snow with blood of both warrior and villager. Hours passed and the battle had become nothing but a scar left upon the land. Houses burnt, lives destroyed, and bodies littered the ground. Standing in the center of wreckage that use to be the main building stood a little girl crying. Suddenly the wind began to rustle kicking snow up dancing around the girl. Between sobs the girl was finally able to see the beauty that fell before her. Slowly a figure formed out of the snow until it made the shape of a beautiful woman. The ghostly figure looked upon the girl, in a calm soothing voice she spoke to the girl. "Please end this plague that has fell on the Freljord, the scars that fall on this world after every battle must end." Barely being only able to choke out words between sobs the girl asked "but...I'm not any significance to anyone." "My dear child you the soul survivor of a pointless battle between the so called Queens of my frozen domain. I have no power to stop what they are doing, but I can bestow onto you the power to be able to defend the land." The young girl pondered what the goddess of everything covered in snow had just offered, and confidentially shook her head. Suddenly the snow began to dance once again lifting the young girl into the air. Swirling around the girl it changed her hair and eyes to the color purest snow. Landing softly into the freshly blown snow the girl could feel her very blood freezing in her vanes. "Child I am Shalon the Goddess of Winter," spoke the woman "you now are my avenger, my rage, my Wrath. The power that runs now though your vanes is the very power of winter it self, please know that even in the darkest of times I will always be watching over you, go my child and become my true retribution." "Thank you my goddess I am Epiphany, your humble Servant, the very breath of the winter. I will carry out your every wish without hesitation."
Passive: Ice Lance - Cool Down Reduction gives Epiphany Magic Penetration Q: Winter's Shard - Epiphany shoots a shard of ice in a skill shot slowing with every target it hits and reducing it's damage showing everything. If any enemy's are hit are marked with Winter's Radiance refreshes it's speed then doubles the damage to the target. W: Ice Tug - Enemies in a area around Epiphany are pushed slightly away and are slowed massively for a short time. Any enemies marked with Winter's Radiance are pulled and stunned instead. E: Snow Storm - Epiphany dashes to target location dealing damage and slowing all targets near location. If Epiphany kills or assists in killing someone marked with Winter's Radiance it resets Snow Storm's Cool Down R: Winter's Retribution - Puts Epiphany and everything in a large area in a stasis freezing all projectiles and maintaining the zone which no one can enter or projectiles can enter. After 2 seconds she can freely move around in the area with reduced speed but cannot use abilities or use summoner spells. It costs more mana each second its active, and can be deactivated by reactivating it or if she runs out of mana. After the zone is dropped, all enemies that were affected by Winter's Retribution are marked by Winter's Radiance for a long time.

Hope you liked it and hope it made since, I basically wanted her ult to be something that completely freezes the area around her making everything stop and resume after it end, including all abilities that have movement time. One thing to note is that her ult doesn't do damage instead it gives a buff after she reactivates or she runs out of mana that gives her abilities better effects.
