New Champion Idea: Want feedback

I am going to tell you my champion idea, if possible, could you give feedback, thanks :)

This champion will be a tall man and look like a builder with a technical appearance. His lore will be that he was Heimerdinger's apprentice, but soon after he went into apprenticeship he dropped out for tempering with Heimer's machines and making them evil.

Champion Overview:

This Champions main role will be support.

Q : On first use, the Champion will place down an immobile structure with x life. On second and so on uses, the tower will emit two waves that will go x units. The first wave will give a shield to nearby champions. The second wave will heal nearby champions

W : On first use, the Champion will place an immobile structure with x life. On second and so on uses, the tower will emit two waves that will go x units. The first wave will slow nearby enemy champions. The second wave will root nearby enemy champions.

E : On first use, the Champion will place an immobile structure with x life. On second and so on uses, the tower will emit two waves this will go x units. The first wave will increase ally move speed by y. The second pulse will increase ally move speed by z (bigger than y).

R : The Champion will create two teleporters at two different locations with x life. Every sixty seconds one ally champion may use the teleporter. If one teleporter is destroyed, then both are destroyed, The teleporters are color coded and there can be multiple.

cool concept, but i don't think that you should have to hit every ability twice, maybe just give move speed with e instead of hitting it twice. I also think that giving someone a shield and health with the same ability may be a little strong, either the cool down will be long or you will only be able to give a shield or health.

So...as-is this kit is underpowered use to it's mechanics. The abilities exact numbers could change this, but this character can not be balanced properly: he's far too dependent upon zone control. Even Heimerdinger and Zyra and Syndra, masters of zone control, have the ability to use abilities and fight without having a pre-established field.

There's also not a lot he'll do that's actually fun or skillful. Optimal laning play is putting your healing tower outside your opponent's range near your tower for defensive sustain, you speed tower slightly closer for retreating/aggressive, and your slow tower forward for play-making. Then just press buttons as they come off cooldown, no skill required.

Boring, relatively skill-less kit that doesn't bring much to a lane or a team compared to support alternatives. You could buff the numbers to the point where he's just OP, but even that won't help the fact that the kit is conceptually flawed for a game as fast-paced and mobile as League is.

I've had a similar idea, but thought that a champion whos only form of offense and defense just would not work well in League's gameplay which involves constant movement and skill shots.
