Void Staff Changes

I was thinking why can't we do the same thing with Void Staff that happened with Last Whisper? Make Void staff 1300 gold have 30% bonus MR Magic pen and build from a blasting wand then upgrade for 1400 (2700 combined cost) to either a mortal reminder/lord dom that's ap and has 45% bonus MR magic pen?
