Bu Lai, the Hag of Heretics [WIP Champion Concept]
Bu Lai is a CC heavy mage who excells at peeling with several slows. She takes on a witch like character, but unlike our current mages she is ugly, vile, and is the truely evil hag we lack currently. I plan for her to be part of the Plague Jungles.
She apperas like a Chinese female demon, similar to the blood moon skin line. Her dry hair is put up in a tie with two sticks held up in it. Her face is cracked and dry with black veins covering it. The Record of the Lost flies nearby, flapping its pages like wings. The Record of the Lost fires grey shiny projectiles. She also carries a bag made of grotesque demon skin with an eye stichted on to watch for thieves. Bu Lai carries a scroll on her waste that is about 2 feet long and quite thick. On her back rests a large set up brushes.

Why the Plague Jungles? Because I think its an awsome place and needs more luv. Ionia seems to obvious for a chinese witch themed character.
Why a witch? We have lissandra. True! Except Liss isn't an ugly, grotesque, cruel witch. She's more of an evil sorceress.
Why is her Q limitless on range? Champions with abilities like Aurelion Sol's Q, Kog' Maw's attack speed, Quinn's movement speed, or other abilities that theoreticaly can grow to massive preportions but can be balanced keep the game fresh and create cool gameplay imho.

P: Record of the Lost: The Record of the Lost is a forgotten codex with a will of its own that Bu Lai has acquired. It aids in her basic attacks, dealing magic damage. Upon casting three spells, the next spell or basic attack will also cause the Record of the Lost to fire a projectile that slows and damages the first enemy champion hit from the 4th spell or basic attack.
Q: Sinister Sweeping: Bu Lai rolls out a long scroll that deals minor damage to enemies hit and slows. For every enemy hit by the scroll, the scroll extends 50 units. After a .5 delay, the scroll will retract dealing increased damage and pulling all enemies hit back too her 300 units from their original location. 14/13/12/11/11 second cooldown.
This ability is her main source of waveclear. If used at certain angles it can catch enemies out who hide behind their minions. The ability starts with a range of 600 units. This ability theoretically has no limit in range, but requires targets to extend in range.

**W: Demon Bag: **
Passive: Bu Lai passively carries a bag made from the skin of demons. Whenever a minion dies nearby, if it leaves cloth she can collect 1 cloth automatically from it. If a champion dies, she automatically acquires 4 cloth. (Max. 6 cloth).
Active: Bu Lai sheilds herself or an ally champion with a tapestry woven from 6 cloth. The Shield will block one enemy spell. If the sheild sucesfully blocks a spell, The Record of the Lost will instantly acquire the 3 charges needed to fire its slowing projectile. (5 second cooldown.)
This ability sure has a low cooldown, but is the main way Bu Lai can keep herself safe. It also cant actually be used every 5 seconds because it consumes 6 cloth which much be acquired over time. This spell rewards good timing and baiting out abilites.
E: Banshee's Wail: Bu Lai conjures a mighty wind from the depths of her demon bag and releases it, causing a devastating cry in front of her for 2 seconds. This ability is channel and requires Bu Lai to stand still. Enemies who stand within the linear area are slowed, silenced, damaged every .25 seconds, and cannot move towards Bu Lai until exiting the range of the scream. (11 second cooldown.)
During the channel of Banshee's Wail, Bu Lai can activate Sinister Sweeping but cannot move.
Combining this ability with Sinister Sweeping will often times lead to landing the full duration in damage. Maxing this in after Sinister Sweeping is most likely the best choice. Around 700 units of range and 180 units wide
R: Witch-Bound Right:
Passive: Bu Lai writes a dark incantation within the Record of the Lost upon ranking this ability. Every 18 seconds Bu Lai generates a Will O'Wisp that revolves around Bu Lai. If a monster, minion, or enemy champion comes in contact with a Will O' Wisp, the Wisp explodes, not doing damage but giving Bu lai a small, stackable shield. Applying the slow from The Record of the Lost will also now give Bu Lai a small shield.
Active: Bu Lai deploys a Will O' Wisp, blue balls of fire. The Wisp takes .5 seconds to rotate completely around Bu Lai before swiftly traveling off to the target location. Upon hitting an enemy, the Wisp explodes dealing damage in an area and granting Bu Lai a small, stackable shield. (1.75 second cooldown).
_This ability can add to some poke and gives some range that Bu Lai lacks normally. With a "rapid fire" feel to it, it can also help stack up her passive, where a good chunk of her damage comes from. This ability has around a range of 875 units. It moves very fast but the delay is to help enemies to dodge it. _
(Bu Lai Upon Selection): "Weave their story, record their death."
(Bu Lai Upon Ranking Witch-Bound Right): "A new purpose..."

(Bu Lai Upon Buying Ludens Echo): "All that remains, merely a shadow of the past."
