[Champion Concept] Vince: The Dark Vigilante.
I'm not typically one to throw around numbers like I know what would be best for a champs' stats, so I prefer to just come up with the concepts. I don't mind criticism, so long as it is constructive. Any ideas to make the mechanics as balanced as possible would be much appreciated. Lore is eh, but i didn't really go all that in depth on it. It's the basics of something I'd actually kinda like to expand upon, but again; eh, effort.
Oh, and if you would be willing to run numbers for me for damage and what-not, that'd be fab. If not, I'll get them down eventually.
Vince: The Dark Vigilante
Even from a young age, Vince had always wanted to be a super hero. He saw people on TV in cartoons and on the news be heroes and save the day, and he wanted to be like them. Growing up in the slums of Piltover, Vince was ridiculed for his childish ambition, but he never let it get him down. Any time he saw the opportunity to help someone in need, he jumped to help them. When he lost his father to a mugging gone wrong, Vince was devastated, and started hating heroes, wondering why they hadn't saved his father. That day forever changed Vince and led him to become who he is now.
Vince grew tired of seeing crime go by unchecked in the city and finally decided to do something about it. He started attending classes about magic and learned how to manipulate electricity. With this new found power, Vince broke into a technology lab and stole equipment. With his new found capabilities, Vince moves to take care of the vermin infesting his city in ways the law never could. Vince is the dark vigilante that protects Piltovers citizens from the shadows; unnoticed.

Passive: Signature Venom Vince's knives are coated in a Neurotoxic Venom. Upon basic attacks the enemy is damaged by X/X/X(+X) over a period of 8 seconds. Signature Venom can stack up to five times.

Q: Electro Shock "Therapy". Daggers charge every 15 seconds, and once the field ends it has a 30 second cool down. X mana per Dagger laid down + dX mana per second. Vince stocks up to four small daggers over time. Throw a dagger, marking a spot. After the first mark has been made, a five second timer counts down. Once the countdown ends an electric field will appear. If only one mark is put down, the electric field will be a straight line between the Dagger and Vince. If multiple daggers are placed, the field area widens to the area between the daggers and Vince. Additional daggers can be laid down after the field is already up to increase the area it infects. The field lasts for seven seconds and the marks disappear once the fields' duration ends. While in the field, enemies and neutral monsters receive X/X/X/X/X(+X% AP) damage every .5 seconds.

W: Electrochemical Reaction. CD. Mana use. Passive: Vince can sense enemies within a range of 900 suffering from his Signature Venom and gains X/X/X/X/X movement speed when moving towards them. Active: Vince fires off an electrical charge that reacts with the Venom inside nearby (Range of 750) targets, dealing X/X/X/X/X(+X% AP) damage per stack of Signature Venom. If the target has five stacks of Signature Venom, they are stunned for .75 seconds When ElectroChemical Reaction is used. If The enemy is killed, Vince gains a X/X/X/X/X movement speed. If it fails to kill a target, Vince is slowed by X/X/X/X/X.

E: Web Slngin'. CD. Mana use. Vince fires a cone of electrified webs X(Probably around 300 or 350) distance forward and pulls all enemies towards him, slowing them by 20/30/40/50/60% for 1 second and dealing X/X/X/X/X(+X% AP) damage. If Web Slingin' makes contact with a wall or immovable object, Vince is pulled towards the object and drags the enemies into the object with him, stunning them for 1.5 Seconds and dealing X/X/X/X/X(+X% AD) additional Damage. Vince is also slowed by X/X/X/X/X% for .75 seconds.

R: Reckless Overdrive. CD. Mana use. For 10 seconds, Vinces' base stats and abilities are vamped up by X/X/X/X/X%. At the end of the duration, Vince suffers from reduced(-X/X/X/X/X%) base stats and ability affects for 5 seconds.

Auto Attacks Deals additional damage equaling X/X/X(+X% AP)

R/Q The damage in the field is boosted by X/X/X(+X% AP) and a slow 3/6/9/12/15% is applied to all enemy and neutral units in the field. The marks explode and deal X/X/X(+X% AP) damage to nearby units.

R/W Passive: Movement speed boost is increased by X/X/X Active: stun is increased to 1.25 seconds.

R/E Vince fires the Webs in a circle around him for the same range and pulls all enemies and neutral units to him after .5 seconds. Once they have been pulled, the enemies are stunned for 1.75 seconds.
Again, this is basically just a rough draft. I'm looking to get feed back on the mechanics and will alter to balance them accordingly. I will probably end up adding more numbers to the abilities once I'm truly happy with the way they work.
